Compare two actual offers
A country ranking cannot decide between courses with different prerequisites, teaching methods or career outcomes. Put one German and one Finnish programme side by side. Use the same intended occupation, start period and household funding limit. Exclude any programme that has not confirmed your academic eligibility.
Audit curriculum before price
List required modules, optional modules, thesis arrangements and the type of practical work promised. Ask who secures any placement and whether it is guaranteed in writing. For a subject change, compare prerequisite gaps. For a future PhD, compare research preparation and supervisor access instead of treating every Master’s as equivalent.
Keep the permit routes separate
Germany’s India-facing national-visa process and Finland’s Migri process use different authorities and evidence. Keep separate document checklists and submission records. Migri distinguishes scientific research from taught study; a later doctoral plan should be reclassified rather than automatically extending a Master’s assumption. Confirm the current instructions before filing.
Use a full-course cost table
Create rows for tuition, compulsory institutional charges, housing, insurance, transport, travel and a contingency. Create separate rows for money that must remain available and deposits that cannot be recovered immediately. Enter original currency, date and source for every estimate. Do not count a pending scholarship or hoped-for job as available funds.
Test language and work assumptions
Read actual entry-level vacancies in the cities you would live in and note language and experience requirements. That is a research exercise, not a hiring forecast. Check immigration work conditions independently and keep employment income out of the minimum funding plan. A permitted work activity does not establish that a job will be available.
Decide with a written trade-off
Finish a comparison sheet with “evidence”, “uncertainty” and “action before payment” columns. Rank course fit, affordability without work, application timing and practical living arrangements. Explain which compromise you can accept. If both plans depend on an unconfirmed loan or scholarship, the next decision is funding clarification, not a country deposit.
